Minutes of the 44th Session of the Council of Ministers of OHADA, Conakry (Guinea), 8 and 9 June 2017

The Council of Ministers of OHADA held its 44th session at the Sheraton Grand Hotel in Conakry, Republic of Guinea, on 8 and 9 June 2017. As usual, this session was preceded by a preparatory meeting of the Committee of Experts organized on 5 and 6 June 2017.

The opening ceremony was chaired by H.E. Mamady YOULA, Prime Minister, Head of Government of the Republic of Guinea. At the end of its deliberations, the Council of Ministers, inter alia, adopted the Regulation on the harmonization of practices of accounting and audit professionals in the OHADA Member States. This regulation will contribute to a better application of the Uniform Act on Accounting Law and Financial Reporting by guaranteeing a high standard of interventions by these professionals within the OHADA space.

This session also allowed the Council of Ministers to take stock of the implementation of the OHADA law in Member States. The national laws supplementing the Uniform Act on commercial companies and economic interest groups and the Uniform Act on the organization of collective proceedings for the clearing of debts were highlighted.

In addition to the delegations from Member States and the officials of OHADA Institutions, several technical and financial partners also participated, as observers, at this important Session. This includes the French Republic, the United Nations Commission on International Trade Law (UNCITRAL), the International Organization of la Francophonie (OIF), the World Bank Group, the Central Bank of West African States (BCEAO), the Bank of Central African States (BEAC), the Development Bank of Central African States (BDEAC), the Central African Banking Commission (COBAC) , the West African Economic and Monetary Union (UEMOA), the Bar Conference of OHADA Member States, the International Union of Bailiffs and Judicial Officers (UIHJ), the International Union of Latin Notaries (UINL), the Pan African Federation of Accountants (PAFA), Juriscope and the Association for the Unification of Law in Africa (UNIDA). All these partners expressed satisfaction with the state of their cooperation with OHADA and renewed their commitment to the organization.

The Council of Ministers also seized the opportunity offered by this Session to recognize, as technical partners of OHADA, the International Union of bailiffs and judicial officers (UIHJ) and the African Commission of the International Union of Latin Notaries (UINL).

At the close of its works, the Council of Ministers sent a motion of thanks to H.E. Professor Alpha CONDE, President of the Republic of Guinea and President-in-Office of the Conference of Heads of State and Government.
