On Friday 28 February 2020 in N'Djamena (Republic of Chad), Professor Emmanuel Sibidi DARANKOUM, Permanent Secretary of the Organization for the Harmonization of Business Law in Africa (OHADA), solemnly proceeded to the presentation of the software solution for the integrated management of the local registers and national files of the Trade and Personal Property Rights Register (RCCM) with a large quantity of computer equipment. This software solution and the computer equipment presented to H.E Djimet ARABI, Minister of Justice, in charge of Human Rights of the Republic of Chad will serve for the equipment of four local sites and the national file.
This activity took place in the presence of the Resident Representative of the World Bank Group in Chad, Doctor François NANKOBOGO.
Speaking on behalf of the World Bank Group, the Resident Representative stated that the performance of the public administration did not depend only on the will of the employees, but above all on working conditions. He specified that the deployment of the computerized RCCM contributes to the improvement of service to enterprises and the business community as well as to the improvement of the business climate in general. That is why, he said, the World Bank had financed all the necessary computer equipment through the National Value Chain Support Project (PACV).
On this occasion, the Permanent Secretary recalled the importance of the computerisation of the RCCM within OHADA space and pointed out the advantages of access to up-to-date information on economic players in all OHADA Member States.
He said that company registration in Chad will now be done with the official OHADA software and promoters will receive standard registration numbers in just a few minutes. The RCCM data will be transferred on daily basis to the regional file at the CCJA in Abidjan (Côte d'Ivoire). This, according to him will allow a constant updating of the data.
In his speech, the Minister of Justice, in charge of Human Rights of the Republic of Chad, extended his gratitude to OHADA and the World Bank for the invaluable support provided to his country through the donation of the RCCM-OHADA software solution and a large quantity of computer equipment. This important assistance, he recalled, will provide the Commercial Court of N'Djamena and some courts in the outback of the country with working tools essential to the reliability and transparency of economic information. He welcomed the concomitant training of the administrators and users of the system and added that this will facilitate immediate implementation.
The official presentation of the RCCM-OHADA software solution and computer equipment was preceded by RCCM-OHADA software deployment from February 18 to 22, 2020, the training of accounting teachers on the innovations of the Uniform Act relating to accounting law and financial information, from February 18 to 21, 2020 and the training of the RCCM-OHADA's software users (Registrars, Judges and Agents of the National Agency for Investments and Exportations), for the full operationalization of the software solution in Chad.
On the fringes of the activities, the delegation of the Permanent Secretariat held a working session with representatives of the Chamber of Commerce, Industry, Agriculture, Mines and Handcrafts (CCIAMA) and the Employers association of Chad on several issues relating to the business and the contribution of OHADA to the legal and judicial security of economic activities. The Permanent Secretary of OHADA was keen to hear the expectations from the Chadian business communities and expressed his availability to provide them required help and assistance.
The representatives of the Chamber of Commerce and the Chadian Employers' Association appreciated the new Permanent Secretary's innovative approach, wished it would be perpetuated and that a synergy of actions would be established between OHADA and the economic operators.
During his working visit, the Permanent Secretary of OHADA met successively with the Minister of Justice, in charge of Human Rights, the Minister of Trade, Industry and Promotion of the Private Sector, H.E. Mrs Achta DJIBRINE SY.
The Permanent Secretary exchanged views with the personalities he met on various subjects of interest to the life of the Organization.
The Permanent Secretary thanks the authorities of the Republic of Chad for the hospitality and the appropriate arrangements made for the successful deployment of the software solution. He reiterates his gratitude to the World Bank Group, which financed the development of the software and the purchase of the equipment.
After the Republic of Guinea on 31 January 2020 and the Republic of Chad on 28 February 2020, the presentation of the computer equipment, deployment of the computerized RCCM and training will continue in the coming months in the other OHADA member countries.

une innovation salvatrice et un indicateur de performance économique en terme d'amélioration du climat des affaire favorable à l'émergence des PME et PMI; secteurs dynamiques et vitaux de l'économie africaine.
Vivement la promotion de cette initiative partout en Afrique et singulièrement dans mon pays pour accélérer le transfert du secteur informel au secteur formel.
